Tulsa police say they have made an arrest in Sunday's shooting death at a homeless encampment near 11th and Garnett.
Police initially weren't sure if 42-year-old David Drywater died from a self-inflicted gunshot, or if he had been murdered. The medical examiner later determined the death to be a homicide and an arrest warrant was issued for 55-year-old Todd Hibner.
Hibner was taken into custody on Wednesday on a first-degree murder charge. He is being held in the Tulsa County jail without bond.
