Clemency is recommended for an Oklahoma death row inmate. The Oklahoma Pardon and Parole Board voted three-to-two yesterday to recommend that the governor grant clemency for Phillip Hancock. Hancock was sentenced to death two decades ago for the 2001 murders of Robert Jett and James Lynch in Oklahoma City. His execution is scheduled for November 30th.
